Published in a Kōshin year, a propitious "Goen-doshi" for Mt. Fuji, much like No. , this piece is thought to have aimed at promoting pilgrimages to the sacred mountain. The signboard depicted in the upper right of the artwork is believed to represent actual signs placed in post towns, announcing that it was a Kōshin year and that women were granted permission to ascend. Ordinarily, women were prohibited from climbing Mt. Fuji beyond the second station. Even during a Kōshin year, it is understood that their ascent was typically restricted to approximately the fifth station. The official lifting of the ban on women's climbing occurred in 1872 (Meiji 5) with the abolition of the nyonin kekkai (women's exclusion zones) in shrines and temples.
